Political Programme

The Unified Democratic Forces (FDU-INKINGI) are a political movement of citizens brought together by shared ideas and a common conviction: to promote the social well-being of all citizens and the development of the country.

The FDU are determined to offer the Rwandan people a credible democratic alternative and peaceful coexistence with neighbouring peoples and states. The rule of law is recognised through the primacy of law and legality, equality before the law, fairness, and the respect and dignity accorded to every individual. Since the ultimate holder of sovereignty is the people, the state has the obligation to work for the collective well-being and to protect every citizen against arbitrary rule and discrimination.

Rwanda sinks deeper every day into a disastrous socio-economic and political situation. The failure to resolve Rwanda's internal conflicts is the main factor behind the outbreak and growth of regional insecurity. The genocide, mass crimes against humanity and war crimes, together with the installation of a sectarian, profiteering totalitarian regime, have deepened the ethnic and social divides within the Rwandan community, undermining national reconciliation and cohesion and continuing to generate a flow of refugees unmatched in the history of the country, indeed of the African continent.

Rwanda has become a structural source of political tension and conflict, and of destabilisation, for all the countries of the Great Lakes region. In the medium term this insecurity risks spreading to the countries of East and Central Africa, and beyond. Peace and security in the Great Lakes region do not depend solely on disarming and repatriating the members of Rwandan armed groups present on a neighbouring state's territory, but above all on a comprehensive settlement of Rwanda's internal political conflicts. Regional peace and security will remain under threat as long as no adequate solution is found to the heavy burden of inter-Rwandan grievances.

The FDU-INKINGI base their politics on the capacity of every Rwandan to invent a resolutely new future, abolishing the divisions and exclusions that undermine Rwandan society and prevent the advent of the rule of law. They want to nurture in every Rwandan woman and man a person responsible for their individual destiny and in solidarity with the future of all their compatriots. The FDU-INKINGI stand ready to bring about deep political change in order to establish institutions that reassure each and every one. That requires abolishing the current political system, characterised by totalitarianism, exclusion, cronyism, military adventurism and political expansionism.

In short, the FDU-INKINGI's ambition is to establish the rule of law and democratic institutions respectful of each and every person, to reconcile and knit back together a people indelibly scarred by the horror of genocide, crimes against humanity and massive human rights violations. And, in full accord with other countries, they are committed to working towards the deepest possible African integration, economic and political.
