The ideological, political and moral bankruptcy of the RPF and its inability to reconcile the Rwandan people are established facts.
A climate of distrust and structural rigidity is eating away at the country, which sinks deeper every day into a disastrous socio-economic and political situation. The economic and social failure of the RPF regime, masked by a mafia-style privatisation policy, has plunged large sections of the population into destitution. The state and the entire social system are in a condition of generalised decay.
Moreover, the RPF has turned the Rwandan tragedy into a stock-in-trade used to prevent the search for and establishment of the truth about the crimes of genocide, crimes against humanity, war crimes and all other violations of international humanitarian law committed since 1990. The Rwandan genocide is used to repress all political dissent and to shield the regime's criminals from prosecution, whether by national or international courts, thereby inflicting a denial of justice on some victims. Structurally unstable and incapable of transforming itself into a national movement able to meet the demands of modern democracy, the RPF merely cultivates and manages structural disorder to maintain its hegemony over Rwandan society.
At the regional level, the failure to resolve Rwanda's internal conflicts is at the heart of the emergence and growth of insecurity. The RPF's arrival aggravated pre-existing tensions and created new ones, turning Rwanda into a hotbed of crisis and antagonism between peoples and a structural source of tension and destabilisation for all the countries of the Great Lakes region.
The FDU find this situation not only morally and politically unacceptable, but also dangerous for Rwanda and for the entire Great Lakes region. They believe that the peace and security of the region do not depend merely on disarming and repatriating the members of Rwandan armed groups present on the territory of Rwanda's neighbouring states, but first and foremost on a comprehensive settlement of Rwanda's internal political conflicts.
